William Robert Carter, 74, of Vinton, passed away at home after a long illness on Thursday, October 5, 2017. He was born in Baltimore, MD and served in the US Navy in Submarine service for seven years. He was predeceased by his parents, Wilmer and Margaret Carter and brother James Carter.

Surviving family includes his wife of 50 years, Jan Carter; son and daughter-in-law, W. Randall and Kelly Carter; daughter and son-in-law, Heather and Tim Overstreet; brother, W. Gibson Carter; grandchildren, W. Robert Carter, Maverick Carter, Randi Carter, J. Quinn Overstreet, Claire Overstreet, and Hannah Overstreet; niece, Laurel Bennett, and nephew, James Carter.
